Sanctions have progressively cut Iran off the international financial system and made it hard for Iran to procure sensitive technology abroad. Nevertheless, the Islamic Republic has been successfully eluding sanctions by developing complex network of corporate entities overseas, which over the years have grown more elaborate and creative. These networks remain in place even as the Islamic Republic has embarked on a charm offensive designed to impress upon Western audiences that Iran was never in the nuclear proliferation business. Dr Ottolenghi’s presentation will illustrate how Iran’s procurement networks work, offering a glimpse into the ongoing attempts by Iran to circumvent sanctions.


Dr. Emanuele Ottolenghi
is a Senior Fellow at the Foundation for Defense of Democracies in Washington, DC. A graduate of the University of Bologna, Italy, and with a Ph.D. from the Hebrew University of Jerusalem, Dr Ottolenghi taught Israel Studies at Oxford University for seven years (1999-2006). From 2006 to 2010 he headed the Brussels-based Transatlantic Institute. He joined FDD in March 2010.

He is the author of five books, most recently of The Pasdaran: Inside Iran’s Islamic Revolutionary Guards (Washington DC, FDD Press, 2011), and Iran: The Looming Crisis ( London, Profile Books, 2010).

He is a regular columnist for Standpoint Magazine and has contributed hundreds of analyses, Opeds, and essays to such English language publications as The Australian, Commentary Magazine, The Guardian, The Jewish Chronicle, The New York Times and The Weekly Standard.
